New Rochelle City Councilman Richard St. Paul was named a rising star by the Albany-based politics journal, The Capitol. The magazine publishes an annual “40 Under 40” list, highlighting the achievements of 40 movers and shakers in New York politics under the age of 40.
St. Paul, 33, comes in at No. 8, with a profile that recounts his service in the army reserves; his work on the Bush/Cheney 2004 re-election campaign; his upset victory in the race for a seat on the City Council; and reveals his nickname: Big Papa.
The councilman is currently considering a run for mayor of New Rochelle.
